You must be aware of what PayPal and eBay accounts are, a Verified Buyer or Seller is always preferred by sellers as you know that. 
To become a verified buyer or seller, one has to add his/her Credit Card to their respective accounts.one more thing is that this Virtual Credit Card (VCC) does, it lifts the limits of your PayPal Accounts.
But i think many one have no a Credit Card who is student and employee have not much salary who is able to apply for credit card, and there are few places in the world, where getting a Credit Card is hell of a Job. but the person who have no Credit card then they will have not verified PayPal account. it’s not like that.
One of the place is India, and you know that getting Credit card is not possible, That means I too don’t have a Credit Card (CC) 
But still, I am a Verified PayPal account holder
